  • Overview

    IPKeys Technologies is seeking a Program Manager (PM). PM will provide support to PEO Land Systems, PM AAA program office and thoughtfully support the organization, planning, and execution of DoD acquisition program understanding the specifics for acquisition category, program model, or program type. 

    Responsibilities

    • Provide program management and strategic support to the overall business operations involving multiple projects/tasks, diverse, groups of personnel at multiple locations
    • Provide effective communications to PM AAA on all issues relating to programmatic support
    • Develop and monitor program objectives, budgets, and schedules
    • Have a working understanding of engineering, logistics, financial, and programmatic relationships and how they integrate into program objectives
    • Coordinate with task leads and program technical managers to ensure proper support is maintained
    • Oversee acquisition planning, development of acquisition documentation, and recommending procurement strategies
    • Review all financial and technical reports before final submission
    • Evaluate proposed solutions to determine technical feasibility, implementation and operation costs, and functional adequacy
    • Allocate resources (staffing, facilities, and budgets) on the contract
    • Review and approve all contractual financial reports as appropriate
    • Review and propose the Integrated Program Baseline (or resource loaded schedule) to the Government
    • Review risk and risk mitigation activities
    • Prepare program status reviews and other formal reviews
    • Provide experience-based recommendations to internal and external stakeholders on program direction and warfighter support
    • Ensure the timely recruitment and training of program staff - both direct and indirect
    • Ensure compliance with all regulatory and administrative requirements imposed by the contract in coordination with the Contractor's contracts staff
    • Assist PM AAA by providing input to statutory acquisition reports and responses to Congressional Questions for the Record (QFRs)
    • Review and approve all Contractor input to the Quality Assurance Surveillance Plan reviews
    • Advise the PM AAA COR on execution and staffing of the contract
    • Develop and deliver a Monthly Status Report summarizing all tasks completed within the PWS during the month

    Qualifications

    • AAA operational or programmatic experience
    • Conducting requirements analysis, risk management, resource allocation, personnel management, project costing, deliverable tracking, schedule and financial data monitoring, and reporting.
    • Must be knowledgeable of the guidelines provided by the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS), DoD 5000 series, Navy and Marine Corps acquisition policies and procedures. Direct experience in managing multi-task contracts and subcontracts is important.

    Experience
