  • Overview

    IPKeys Technologies is seeking a SATCOM Systems Engineer Lead to provide transport hardware/software engineering support for all DOD and non-DOD interconnected communication infrastructures located world- wide. The candidate is expected to participate in regular meetings with internal program staff, teammates, and the government client on a frequent basis is expected to deliver client value for the Communications Engineering Division, Defense Information Systems Agency (DISA), which is responsible for maintaining and posturing the DOD Information Network (DODIN) transport infrastructure and capabilities. Effective leadership and communication skills are essential for working among a blended prime/subcontractor program team and developing and maintaining strong client relationships. 

    Responsibilities

    The SATCOM Systems Engineer lead candidate shall: 

    • Provide Engineering support for satellite communications capacity, includes the following duties: 
    • Requirements Summaries: Analyze requirements and prepare summaries to support the evaluation of architectural alternatives, industry proposals, and new technologies. Analysis activities shall include: evaluation of new and existing requirements within the Satellite Database (SDB); evaluation of updated SATCOM requirements from the DoD SATCOM user community to ensure correct usage and interpretation of user needs; update and maintenance of the requirements in existing operational scenario requirements data bases (i.e., planning decks) to ensure currency; and incorporation of requirements as recorded in the SDB and new user needs as expressed by the DoD SATCOM user community. The Scenario Development Tool (SDT) suite and Excel spreadsheets following Defense Planning Guidance (DPG) shall be used in conjunction with the SDB to consolidate and review requirements and prepare summaries for various timeframes (e.g., 2020, 2028, and 2035), for each user community of interest, according to intra-theater, reach back, and reach forward. The SDT suite and Excel spreadsheets shall be used to facilitate the development and analysis of communication scenario needs from raw SATCOM requirements data in the SDB 
    • CDD and CPD Development Activities: Support the development of engineering artifacts supporting the Department vision of transformational communications architecture. This shall include CDDs, CPDs, and Initial Capabilities Documents (ICDs) through the following activities: analysis of user requirements for the individual system of interest, using the requirements summaries developed in Subtask 1; update selected scenarios and requirements from Subtask 1 based on specific characteristics of the system of interest or feedback from the DoD SATCOM community; support the development  of detailed capacity requirements descriptions; develop capacity requirements summary tables for inclusion in CDDs, and CPDs; review and provide critical technical comments on CDDs, CPDs, and ICDs; and participate in CDD, CPD, and ICD development working groups 
    • Development of New Operational Scenarios: OSD (CAPE) and the Joint Staff have published a Baseline Security Posture Multi-Service Force Deployment (MSFD) as part of the DoD Analytic Agenda, which provides the framework for all future DoD planning activities and the use of operational scenarios as benchmarks for DoD SATCOM system acquisitions. Development of new or revision of existing operational scenarios may be required to be compliant with this guidance and the DoD Analytic Agenda 
    • Support the development of new operational scenarios to be consistent with evolving planning guidance, to address comments on and corrections to existing scenarios, or to estimate required SATCOM support under conditions other than those prescribed by an existing scenario 
    • Apply SATCOM requirements to the new scenario(s) from the SDB for a given timeframe of interest. Products include estimated force structure and the resultant required SATCOM support for the new scenario delineated by the requirements for each major user within each theater region for the timeframe(s) of interest 

    Qualifications

    • Excellent communication and interpersonal skills

    • Network modeling, analysis, and planning 
    • Development of test plans, implementation plans, and project timelines  
    • Network troubleshooting  
    • Technical planning and analysis, system integration, verification and validation, cost and risk, supportability and effectiveness analyses  

    Experience

    • DoD and/or Government program experience preferred
