  • Overview

    IPKeys Technologies is seeking an Executive Information Technology Consultant to provide transport engineering support for all DOD and non-DOD interconnected communication infrastructures located world- wide. The candidate is expected to participate in regular meetings with internal program staff, teammates, and the government client on a frequent basis is expected to deliver client value for the Communications Engineering Division, Defense Information Systems Agency (DISA), which is responsible for maintaining and posturing the DOD Information Network (DODIN) transport infrastructure and capabilities. Effective leadership and communication skills are essential for working among a blended prime/subcontractor program team and developing and maintaining strong client relationships. 

    Responsibilities

    The executive information technology consultant candidate shall: 

    • Provide engineering support for the Client to modify the infrastructure to meet customer requirements, replace or evolve technology, improve performance, and sustain current operations 
    • Provide expertise in specific DISN functional and technology areas and engineering expertise in the analysis and testing of new customer funded requirement into DISN 
    • Support the development of high-level transport network diverse routing architecture plans. The plans shall include identifying protections schemes, developing future architecture strategies and conducting detailed studies that support the migration of users to the DISN transport 
    • Support development of design configurations and implementation guidelines that support migration of users to DISN and support the development of processes and programs to enhance net-work performance and reliability 
    • Support product capability planning, trade-off analysis, technology direction, prototype development, and overarching DISN architecture and design activities. 
    • CONUS travel with Government personnel to attend engineering Technical Exchange Meetings (TEMs), support Government project leads at internal/external project management meetings, develop briefing slides for Senior Leadership/project leads, develop white papers and support the development of transport related engineering studies. 

    The candidate shall have demonstrated experience authoring and updating the following for this task and subtasks: 

    • Network engineering, architectural, and design artifacts (includes, but not limited to the Systems Engineering Plan, Interface Control Document, Requirements Traceability Matrix, and Functional Requirements Allocation) 
    • Transition and Implementation Plans
    • Network Topologies
    • Technical Analysis and/or White Papers
    • Transport Evaluation and Technical Recommendation Reports 
    • Engineering Diagrams 
    • DISN Network Optical Link Loss Budget Calculation 
    • Quality Assurance Plans 

    Qualifications

    • Excellent communication and interpersonal skills 
    • Requirements development and analysis 
    • System and Security Architecture development 
    • Network modeling, analysis, and planning 
    • Development of test plans, implementation plans, and project timelines  
    • Network troubleshooting  
    • Technical planning and analysis, system integration, verification and validation, cost and risk, supportability and effectiveness analyses  

    Experience

    • 10+ years supporting DoD and/or Government programs 
    • 15 years of applicable progressively complex electrical/hardware engineering experience
