Overview

IPKeys Technologies is seeking a Financial Analyst to provide financial program analyst support to a USMC Program Executive Office Lead Financial Manager (LFM) who leads the PEO LS team in coordinating efforts on the part of the PEO members, capturing findings and recommendations, and assisting with the overall implementation of a comprehensive financial management agenda. PEO programs are evaluated by the Government LFM on three financial benchmarks:

 

  1. Acquisition Program Baseline Agreement (APBA) Financial Performance indicates how well the PMs plan their programs and manage to the APBA of record. The intent is to affect better program understanding and planning, associated technology, cost estimating, and cost risk mitigation.

 

  1. The Office of Secretary of Defense (OSD) Comptroller targets indicate how well the PMs meet the external financial targets established and provide a measure of progress for program accomplishment and systems acquisition. The intent is to cause program office staff to be aware of fiscal performance guidelines when developing project plans.

 

  1. Obligation Phasing Plans are required to manage the day-to-day cash flow of funds within the program, PEO, MCSC, and Marine Corps. The intent is to ensure funds are being expended as projected by the PMs and provide recognition of potential program slips and future execution problems.

Responsibilities

LFM Support shall assist the Government LFM in the above areas as well as the following:

 

Budget Execution Support

  • Work with the Financial Teams to maintain, update, reconcile and resolve issues as they pertain to the execution and tracking of the program spend plans.
  • Develop near and long-term financial process improvements and strategies from independent and team-developed decision support analysis.
  • Develop and apply analytical findings to coordinate between contractual and financial execution of programs.
  • Provide acquisition financial management to support PEO program objectives.
  • Develop PEO POM Campaign Planning Guidance and strategy.
  • Interpret financial data to recognize program risk.
  • Evaluate and recommend on cost/benefit of initiatives and efficient use of funds.
  • Conduct intensive analysis and evaluations of budget, as well as other products and requirements submitted by PM Teams to ensure consistency within overall PEO objectives.
  • Develop products that convey analytical findings to high-level personnel both internal and external to the PEO.
  • Prepare regular reports utilizing budget and execution data.

 

Budget Formulation

  • Assist in the review of Budget Exhibits to include: ensuring narrative is complete, controls are accurate and all required forms are submitted correctly.

Funding Document Compliance

 

  • MCSC acquisition and procurement policy,
  • PEO LS Acquisition and Procurement Policy; and Program acquisition and procurement policies.
  • Review program funding documentation and identify formatting errors.
  • Identify funding document non-compliance(s) with identified policies. Recommend additions, deletions and/or modifications to funding documents to correct policy non-conformance issues and use Microsoft Word Review Tools to identify recommended additions, deletions, or modifications to documents.

Analytical assistance

 

  • Access financial systems to provide analytical support and analysis. These systems include SABRS, NHS, PR-Builder - CHOOSE - WAWF and ReportNet. 
  • Provide financial analysis on phasing plans, program schedules, program management plans, weekly situation reports, monthly execution reports, PEO reviews, W reports and Integrated master schedules

Qualifications

  • Good written communication skills
  • Working knowledge of word processing and integrated software applications
  • Organizational skills and ability to perform detail-oriented work are required

Experience
